Immigration Reference Letter for a Friend: 9 Samples

An immigration reference letter for a friend is a signed, one page letter in which you say who you are, how long you have known your friend, and two or three specific, true things you have seen them do that show good moral character. The same document is called a character reference letter for immigration or an immigration recommendation letter. The constraint is that the reader is an immigration officer or judge who weighs evidence, so warm adjectives count for nothing and checkable facts count for a lot. USCIS defines good moral character in its Policy Manual as "character which measures up to the standards of average citizens of the community in which the alien resides." Eight complete immigration letters follow: three from friends, then an employer, a pastor, a neighbor, a relative and a volunteer coordinator, plus a ninth for when a friend needs a reference letter for a job or an apartment instead. Written by Mustafa Tarabya, who hired for his own company, read every application himself and now writes CVBooster's guides.
Your friend asked you for "a letter for immigration" and you said yes before you knew what it meant. Now you are staring at a blank page, worried that one wrong sentence gets someone deported. It will not. A plain, true letter is exactly what the officer wants.
One rule before the samples: this page shows how to write the letter, not whether your case needs one. The applicant's lawyer or accredited representative decides that, and tells you who the letter is addressed to.
Sample 1: citizenship reference letter sample from a friend
The friend letter is the one most people are asked to write. It works when it gives years, places and one moment only a friend would know. If the request said recommendation letter for citizenship instead of reference letter, write the same thing: the naturalization officer reads both the same way, as a witness statement about good moral character. Write it for the officer who will read it, not as a note to your friend, and keep it to facts you saw yourself.

To U.S. Citizenship and Immigration Services,
My name is Rachel Morgan. I am a U.S. citizen and a pharmacy technician in Columbus, Ohio. I am writing in support of the naturalization application of Tomasz Nowak.
I have known Tomasz for nine years. We met in 2017, when he moved into the apartment next to mine, and we have been close friends since. I see him most weeks.
In 2021, when my father was in hospital for a month, Tomasz drove my children to school every morning so I could stay at the hospital. He never asked for anything back. He coaches the under-10 soccer team at our community center on Saturdays and has done so for four seasons.
Tomasz pays his bills, works steadily as an electrician, and is the person our street calls when something breaks. I believe he is a person of good moral character.
You may contact me at (614) 555 0148 or rmorgan@example.com.
Sincerely,
Rachel Morgan
What the officer is weighing
The letter speaks to a legal standard, so it helps to know the words. Under 8 CFR 316.10, USCIS evaluates good moral character "on a case-by-case basis taking into account the elements enumerated in this section and the standards of the average citizen in the community of residence."
When an applicant has something in their past, the USCIS Policy Manual, Volume 12, Part F, Chapter 2 says an officer "must consider the totality of the circumstances and weigh all factors, favorable and unfavorable". The factors it lists include "Family ties and background", "Employment history", "Community involvement" and "Length of time in United States".
That list is the brief for your letter. Each sample on this page covers at least one of those factors with a fact the officer could check.
- How you know them and for how long. In the first two sentences.
- Your own status and job. It tells the reader who is vouching.
- Two specific behaviors. Dates, places, what they did.
- Any past problem, only if the lawyer asks you to address it. Then say what changed, plainly.
- Contact details. A letter nobody can verify is weak.
How to write a reference letter for immigration, step by step
- Ask the lawyer or your friend who the letter is for. USCIS, an immigration court or a consulate. That decides the greeting.
- Open with who you are. Full name, whether you are a U.S. citizen or permanent resident, your job and the city you live in.
- Say how you know your friend. How you met, the year, and how often you see them now.
- Give two or three specific moments. What they did, when and where. One per paragraph.
- Close with one sentence of belief. For example, that you believe they are a person of good moral character.
- Add your phone number and email, then sign by hand. Attach a copy of your ID or status document only if the lawyer asks.
Sample 2: green card reference letter from a friend, marriage-based
A green card reference letter in a marriage case is the same character letter with one extra job: it speaks to the relationship as much as the person. Describe what you have seen of the couple's life together, with dates and places.

To U.S. Citizenship and Immigration Services,
My name is Priya Shah. I am a U.S. citizen and a dental hygienist in Austin, Texas. I am writing in support of the green card application of my friend Mateo Silva, who is married to my college roommate, Hannah Brooks.
I have known Hannah since 2015 and met Mateo in 2021, when they started dating. I attended their wedding in Austin in March 2024 and gave one of the toasts. I see them as a couple at least twice a month.
They hosted my birthday dinner at their apartment on Riverside Drive last year, and I have stayed with them twice while my own place was being repaired. Mateo cooks, Hannah plans, and they argue about whose turn it is to walk the dog like every married couple I know.
When Hannah broke her ankle in 2025, Mateo took two weeks off work to drive her to physical therapy.
I can be contacted at (512) 555 0143 or pshah@example.com.
Sincerely,
Priya Shah
Sample 3: immigration recommendation letter sample from a friend, short version
Some lawyers ask for several short letters rather than one long one. This immigration recommendation letter sample from a friend fits on half a page and still carries checkable facts.

To U.S. Citizenship and Immigration Services,
My name is Kevin O'Brien. I am a U.S. citizen and a high school math teacher in Albany, New York.
I have known Ahmed Karimi for five years. We play in the same Sunday basketball league, and he has been its volunteer scorekeeper since 2022.
When our league lost its gym in 2023, Ahmed found a new one at a church across town and called every player himself. He also tutors two of my students in math, without charge, on Thursday evenings.
I believe Ahmed is a person of good moral character. You may reach me at (518) 555 0136.
Sincerely,
Kevin O'Brien
Sample 4: from an employer
An employer letter speaks to "Employment history" directly. Keep it to facts the payroll records would confirm.

Character reference from an employer, five years' service (151 words)

To Whom It May Concern,
I am the owner of Greenleaf Landscaping LLC in Raleigh, North Carolina. I am writing about my employee, Carlos Mendoza Ruiz.
Carlos has worked for my company full time since March 2021, first as a crew member and since 2023 as a crew lead responsible for four people and a company truck. He has had no unexplained absences in five years.
In 2024 a customer left a wallet with $600 in it on a job site. Carlos found it and returned it to the customer the same evening. I know because the customer called me to say so.
He trains every new hire on equipment safety, and our crews have had no lost-time injuries under him. I would employ him for as long as he wants the job.
I can be reached at (919) 555 0172.
Sincerely,
Daniel Hart Owner, Greenleaf Landscaping LLC
Sample 5: from a pastor or faith leader
A faith leader speaks to "Community involvement". Describe what the person did, not what they believe.

Character reference from a pastor, community involvement (133 words)
October 6, 2026
To the Immigration Court,
I am the senior pastor of Grace Fellowship Church in Houston, Texas, where I have served for twelve years. I am writing in support of Amina Bello.
I have known Amina since 2019. She has attended our church every week and has led our food pantry on Wednesday evenings since 2022. She keeps the inventory, schedules eleven volunteers and makes sure every family is served before she leaves.
During the 2024 storms she organized a phone list to check on our elderly members who live alone. She called each of them herself.
Amina is a mother of two and a reliable member of this community. I respectfully ask the court to consider this letter.
Sincerely,
Rev. Samuel Okafor Senior Pastor, Grace Fellowship Church (713) 555 0119
Sample 6: from a neighbor
A neighbor letter is short and local. It shows how the person behaves when nobody is being formal.

Character reference from a neighbor of six years (115 words)
October 6, 2026
To U.S. Citizenship and Immigration Services,
My name is Linda Kowalski. I am a retired schoolteacher and a U.S. citizen, and I have lived next door to Nguyen Van Minh and his family in San Jose, California, since 2020.
Minh shovels my driveway after every heavy rain blocks the gutter, fixes my fence when it falls, and has never once asked for money. When I had knee surgery in 2023, his family brought me dinner for two weeks.
He is quiet, hardworking and respectful. His children are polite, and he is always home for them in the evening.
I am happy to answer any questions at (408) 555 0161.
Sincerely,
Linda Kowalski
Sample 7: from a relative, with a sworn declaration
Relatives can write, and the lawyer may ask for the letter to be signed as a declaration. Under 28 U.S.C. 1746, a statement signed inside the United States can carry the wording "I declare (or certify, verify, or state) under penalty of perjury that the foregoing is true and correct. Executed on (date). (Signature)". Only add it if the lawyer asks, and only sign it if every sentence is true.

Character reference from a U.S. citizen sister, signed as a declaration (144 words)
October 6, 2026
To the Immigration Court,
My name is Gabriela Torres. I am a U.S. citizen and a registered nurse in Phoenix, Arizona. I am the older sister of Luis Torres.
Luis has lived with my family since 2018. He helps care for our mother, who has diabetes and cannot drive, and takes her to her dialysis appointments three mornings a week before his shift at the warehouse.
In 2022 he was arrested for driving without a valid license. He completed every requirement of the court, took the classes, and has not driven since. He now gets up an hour earlier to take the bus with our mother.
My children call him their second father. Our family depends on him.
I declare under penalty of perjury that the foregoing is true and correct. Executed on October 6, 2026.
Gabriela Torres (602) 555 0133
The letter names the past problem because the lawyer asked for it, states the facts once, and moves to what changed. It does not argue the law.
Sample 8: from a volunteer coordinator
A coordinator can confirm hours from records. That turns "a good person" into a number.

Character reference from a volunteer coordinator, logged hours (113 words)
October 6, 2026
To Whom It May Concern,
I am the volunteer coordinator at Eastside Community Kitchen in Chicago, Illinois. I am writing about Fatima Haidari, who has volunteered with us since January 2023.
Our sign-in records show Fatima has completed 312 volunteer hours, mostly on Saturday meal service. She trains new volunteers in food safety and speaks Dari and English with our guests.
When our cook was ill for three weeks last winter, Fatima planned the menus and ran the kitchen so that no Saturday service was cancelled.
I recommend her without reservation and can provide the attendance records on request.
Sincerely,
Megan Doyle Volunteer Coordinator, Eastside Community Kitchen (312) 555 0190
Sample 9: a reference letter for a friend, for a job or an apartment
Not every friend who asks for a letter is dealing with immigration. A personal recommendation letter for a friend applying for a job, a lease or a volunteer post follows the same rules: who you are, how long you have known them, and two things you saw them do. Only the reader changes, so address the employer or landlord and point your examples at what they worry about, such as reliability or paying on time.

Personal recommendation letter for a friend applying to rent an apartment (144 words)
October 7, 2026
Dear Ms. Alvarez,
My name is Rachel Kim. I am a nurse at St. Joseph's Hospital in Denver, and I am writing to recommend my friend Daniel Osei as a tenant for the apartment at 412 Pearl Street.
I have known Daniel for eight years. We were roommates for three of them, from 2019 to 2022, and I saw how he handled a shared home. He paid his half of the rent by transfer on the first of every month, and he was the one who called the landlord the day the kitchen tap started leaking rather than letting it get worse.
He also looked after our neighbor's cat for two weeks each summer, which tells you how the people next door saw him.
I would be glad to answer any questions at (303) 555 0172 or rkim@example.com.
Sincerely,
Rachel Kim
For a job, swap the landlord's worries for the employer's: give one moment that shows how your friend works with people or handles pressure, and say plainly that you are writing as a friend, not a former manager. The character reference letter guide has more versions for court and work.
If the letter is not in English
Write it in the language you are comfortable in, then have it translated. Under 8 CFR 103.2, any foreign-language document "shall be accompanied by a full English language translation which the translator has certified as complete and accurate". Send both versions to the lawyer.
What not to write
- Anything you did not see yourself. Hearsay reads as padding, and a false statement can hurt the applicant.
- Legal arguments. "He deserves a green card" is the lawyer's job. You describe the person.
- Immigration status details you are unsure of. Leave dates of entry and visa types to the paperwork.
- A copied template. Officers read many letters. Three letters with the same sentences look arranged.
- No signature or phone number. The reader must be able to check you exist.
For the general version of this letter, see the character reference letter guide. A work reference has different rules, covered in reference letter examples, and the greeting when you have no name is explained in to whom it may concern letter.
Frequently asked questions
What should a character reference letter for immigration include?
Your name, status and job, how you know the applicant and for how long, two or three specific examples of good behavior with dates and places, a statement that you believe they are of good moral character, your signature and contact details. Keep it to one page and only include facts you know personally.
Who can write a character reference letter for immigration?
Friends, employers, coworkers, neighbors, faith leaders, teachers, volunteer coordinators and relatives can all write one. U.S. citizens and permanent residents are common writers, but the most useful writer is the person who has seen the applicant's behavior most closely over the longest time.
Does a character reference letter for immigration need to be notarized?
Not always. The applicant's lawyer decides the format. Some ask for a plain signed letter, some for a notarized letter, and some for a declaration signed under penalty of perjury using the wording in 28 U.S.C. 1746. Ask before you sign, and never sign anything you have not read.
How long should an immigration reference letter be?
One page is enough, usually 200 to 350 words. Officers read evidence, so two specific examples carry more weight than a page of praise. Cut any sentence that does not tell the reader something they could not have guessed.
Can I write an immigration reference letter for a friend?
Yes, and a reference letter for a friend is the most common kind. Say how long you have known them, how often you see them, and describe two things you saw them do. Give your contact details. A friend's letter is strongest when it includes moments only a close friend would know about, such as help during an illness.
What is a green card reference letter?
It is a character reference letter written for a green card case, most often a marriage-based one, where friends and relatives describe what they have seen of the couple's life together. Lawyers also call it a recommendation, support or character letter. What matters is the content: who you are, how you know the applicant, specific true examples and your contact details, signed by hand.
